NYPD Officer Wayne Isaacs was stripped of his badge after fatally shooting Delrawn Small in road rage incident. Delrawn Small's wife say's her husband got out of the car to confront the plain clothes officer via passenger window for cutting him off. The officer opened fire as soon as Mr. Smalls approached the door.
